The Department of the Secretary of State is seeking candidates for a Human Resource Generalist/Public Service Coordinator I position located in the Augusta, ME office. The HR Generalist primary focus is to develop and coordinate a staff training and development program to employees of the Department of the Secretary of State. This position is responsible for assisting with the coordination of a comprehensive program to advance diversity, equity and inclusion across the Department as well as work with senior leadership and managers to identify and develop curriculum and training to advance strong teams and organizational development. This position requires skills including: cross cultural communications skills, teaching and instruction for individual and groups both in-person and online, organizational development, performance measurement tools and conflict management. The work will involve providing professional consultative services (advising, coaching, program development, implementation and evaluation) to achieve desired results. The work will include explaining and reviewing Department policies for targeted and mandated training programs. This position is a Monday-Friday position and shared reporting to the Secretary of State Human Resources Director and Deputy Secretary of State of Diversity, Equity and Inclusion.
In this role you will:
+ Coordinate a development of a plan to advance diversity, equity and inclusion within the Department of Secretary of State to recruit and retain a more diverse workforce and better serve all Mainers.
+ Partner with the agency’s Equal Employment officer and Affirmative Action officer in conducting internal HR investigations.
+ Implement a department-wide training and development goals and initiatives.
+ Provide technical assistance by consulting, coaching, advising and partnering with various audiences (senior leadership, other technical staff, external education and training partners, vendors, contractors and other stakeholders).
+ Support and advance recruitment policies and practices to attract diverse candidates for Department positions.
+ Works collaboratively with HR Director, Deputy Secretary of State Diversity, Equity and Inclusion and SOS managers in the planning and delivery of mandated programs including but not limited to: New Employee Orientation, Managing in State Government, Diversity, Equity, and Inclusion, and EEO Mandated policy reviews.
+ Advise and consult with managers, supervisors, and human resources to design and facilitate interventions that meet employee needs for performance improvement.
+ Oversee the Department’s Mentoring Program and other initiatives to promote employee growth and development.
+ Use audio/visual tools to deliver engaging online training programs and performance improvement interventions to incorporate best online practices.
+ Research and negotiate costs associated with outside training consultants and facilitators; secures locations; tracks and approves invoices for payment.

+ Knowledge of applicable laws, rules, regulations, policies and procedures including but not limited to non-discrimination and equal opportunity employment laws.
+ Knowledge of adult education and training principles, practices, and techniques.
+ Effective oral and written communication skills and the ability to listen, consult, advise, mediate, train and collaborate with others.
+ Ability to develop curricula, conduct training programs for adults.
+ Ability to work collaboratively with stakeholders to bring about improvements in staff education programs in order to reach a common goal.
+ Ability to operate a wide variety of audio-visual equipment and ability to use up-to-date technology to provide online learning and interventions.
+ Ability to effectively contribute to a collaborative team environment.
MINIMUM QUALIFICATIONS:
A Bachelors Degree and two (2) years staff development experience to include assessing training needs, developing training curricula, and implementing training programs for adults. Human resources training or experience and/or diversity, equity and inclusion experience or training preferred. Equivalent experience may be substituted for education on a year-for-year basis.
