Job Description

The Manager, Pre-Award Sponsored Programs in the Sponsored Research Administration (SRA) office provides leadership, management and superior client service on all matters related to the pre-award administration of Federal and non-Federal sponsored projects, as well as internally funded projects.
Working under limited supervision and reporting to the Associate Director, SRA this position is responsible for managing the Federal and non-Federal pre-award activities within SRA and facilitating just-in-time and progress reporting submissions to sponsors.

Responsibilities include managerial oversight and coordination of the grant proposal submission process, including the review and approval of all sponsored budgets, budget justifications, and other required administrative data. Supervises SRA staff to ensure applications are submitted in a timely and accurate manner. Duties include reviewing submission guidelines, creating a workable timeline, collecting, and editing documents, creating budgets (includes calculating salaries and annual increases/fringe rates/IDC rates) and justifications. Incumbent also supports the Associate Director, SRA to ensure timely and accurate pre-award data used to generate internal reporting and analyses for the VPR, CFO, COO and CEO upon request.

Manages, supervises, and leads the day-to-day pre-award activities of SRA Grants Coordinators and Research Grant Administrators.

Assists SRA Director and Associate Director in identifying opportunities to streamline and improve business processes, providing input for automating processes, and actively implementing changes, as needed. Meets with the Associate Director and SRA Director regularly to review essential items and tasks.

Manages staff with regular meetings to discuss upcoming proposals, deadlines, and assist as needed.

Serves as liaison between SRA pre-award staff and investigators to ensure deadlines are met and required documents are provided in a timely manner.

Coordinates grant proposals, reviews and approves all sponsored budgets, budget justifications, and other administrative requirements. Takes the lead on complex submissions and sees them through to completion, from initiation to internal approval and external submission. Duties include reviewing submission guidelines, creating a workable timeline, collecting, and editing documents, creating budgets (includes calculating salaries and annual increases/fringe rates/IDC rates) and justifications.

Utilizes detailed checklists to manage timelines and the overall progression of submissions to ensure the completion of high quality, compliant proposal applications that are responsive to specified solicitations; escalates issues requiring attention to Associate Director, or Director, SRA.

Oversight and monitoring of pre-award data records and documents; responsible for ensuring that JAX's grants management systems are updated, and accurately capture and reflect the changing status of submissions.

Facilitates the internal review and updating of investigator other support forms and provides guidance to investigators regarding completion of biosketches.

Works closely with SRA Research Reporting & Analytics to ensure data for reporting purposes is current.

A Bachelors' degree (required) with seven (7) years of experience in research administration preferred and 3 years of supervisory experience with direct oversight of a team of subordinate staff.

Demonstrated familiarity with federal Uniform Guidance regulations, experience interpreting funding opportunity guidelines and submitting proposals to major funding agencies in federal, state, and non-profit agencies.

Experience interpreting changing sponsor requirements and implementing internal process changes to meet updated requirements.

Demonstrated familiarity and experience with NIH, DOD and NSF applications processes, as well as those of other federal agencies and voluntary health organizations such as American Cancer Society, American Heart Association, etc.

Prior experience using Grants Management Systems (e.g., InfoEd, Cayuse, Huron) and federal electronic research administration systems (e.g., grants.gov, eRA Commons, research.gov).

Prior supervisory experience managing diverse professional teams. Effective management and supervisory skills - communication, organization, planning, budgeting, setting goals and objectives.

Proven ability to direct and train a team across demanding and changing deliverables. Strong commitment to excellence and professional growth for self & others.
