Job Description

IT PROJECT MANAGER II – Information Technology Department -

Nature of Work - This position will manage the IT Project Portfolio and multiple, high stakes IT projects at any given time.  As is typical in IT project management, this position requires coordinating work with no direct supervisory authority over very talented and experienced staff and vendors conducting highly technical work in a variety of IT disciplines.  IT Projects require coordination among customers (including expectation-setting and downtime planning), partners, vendors and IT staff.  Employees in this classification will improve on or develop standards for IT Project Management, supporting IT colleagues acting as IT project managers on other projects.  This position will spend roughly 50% of the average workday in supporting colleagues in the practice of project management and about 50% directly managing projects. 

Supervision Received - This position reports to the IT Director. 

Essential Duties and Responsibilities - Manages multiple high-stakes IT projects directly.  Produces and follows standard project artifacts such as scope statements, project plans and routine stakeholder updates. Manages IT projects portfolio.  Manages key vendors and large-value procurements as they relate to projects.  Informs and supports IT department colleagues in project management procedure and accountability in alignment with PMI principles.  As assigned, manages 1-2 internal department relationships in support of compliance, procurement, IT projects & ITSM, with at least quarterly report-outs.  Attends meetings and trainings for enterprise or department information and for skills development and performance management.

Requirements of Work - Bachelor's degree in Information Technology or related field; and 5+ years experience in project management within the IT industry; or any equivalent combination of education, experience and training which provides the following:  Proven ability with spreadsheets for analytics/data validation (mandatory);  Knowledge of common IT department vernacular and tools - infrastructure, systems and responsibilities (mandatory);  Knowledge of common project vernacular and tools (mandatory).  Understanding of Project Portfolio reporting (mandatory); Knowledge of ITSM/ work order systems such as BMC Track-It (useful, expected to advance); Understanding of formal change management process (useful, expected to advance); Thorough knowledge of Google productivity tools or MS Office (mandatory); Strong awareness of Information Security best practice (incl but not limited to NIST, CJIS, HIPAA, PCI, municipal) (useful, expected to advance).   Attention to detail and high degree of focus and concentration to achieve complex tasks independently.  Communication skills sufficient to discuss technical issues with technical and non-technical colleagues (mandatory).  Performance measurement and decision support through business diagrams and effective meetings.  Ability to identify and address barriers to project success with an emphasis on collaboration with colleagues.  Dedication to the purpose and responsibilities of the role and the team before personal advancement.  Commitment to supporting technical staff and making their work easier.  Ability to follow instructions, ask clarifying questions, consider multiple solutions to problems, deliver correct work on time by prioritizing, using time management, prioritization and customer service/ negotiating skills.  Ability to display “growth mindset” in support of continuous improvement within the IT Department.  Ability to foster strong customer, colleague and vendor relationships, deeply committed to customer service.  Knowledge of municipal government functions (useful, expected to advance). 

Necessary Special Requirements:  Must possess a valid State Class C driver’s license.  Offers of employment are contingent upon the completion of a satisfactory criminal background check. 

Non-Union position – Grade C44 – Salary range starting $73,097/year.
