JOB DESCRIPTION:

This position is assigned to the Maine Revenue Services, Quality Assurance Division. This is professional services work in analyzing and evaluating complex department-wide tax systems focusing on all aspects of testing and ensuring testing protocols are met.

Responsibilities include assisting with testing and the review of test results, mentoring business testers on testing protocols, follow up on production support issues, providing support with vendor testing for paper and electronic filing, develop improvements in existing operations, data, and/or designing new organizational processes including gathering user information, identifying organizational needs, planning work, and gaining support from strategic stakeholders. Facilitate meetings and execute testing with interface partners.

Work includes maintaining and updating business tax systems to support bureau initiatives. The position requires the ability to perform administrative tasks to support the Modernized Efile program; excellent communication and organizational skills; to be able to work as a team; lead project teams of varying sizes as well as establish and maintain effective working relationships. Work is performed under limited supervision.

TYPICAL DUTIES:

+ Perform activities to validate the integrity of the system and that quality control standards are maintained throughout systems and processes.

+ Perform testing on system changes and review of testing results performed by business testers

+ Coordinate systems operation planning and evaluation, and redesigns systems projects to ensure current and new projects meet goals and objectives.

+ Recommends changes to business quality controls, and complex documents to support proper delivery of program services and product deliverables.

+ Provides technical advice and consultation to management and professional staff regarding quality assurance standards and associated business practices.

+ Assists with business systems requirements and prepares business plans, quality controls, and complex documents based on input from stakeholders to ensure proper delivery of program services and product deliverables.

+ Collects and evaluates pertinent data related to projects to develop reports and recommendations, summarize information, and document change management processes.

+ Collaborates with stakeholders, vendors, project teams, and managers to discuss problems, correct plans, and implement organizational solutions.

+ Assigns tasks to team members to meet operational needs.

+ Confers with vendors and/or IT personnel on system problems to troubleshoot abnormalities and identify solutions.

MINIMUM QUALIFICATIONS.

A five (5) year combination of education, training, and/or professional experience in project management, systems analysis, business analysis, program specialty, or related field. Preference will be given to candidates with knowledge of taxes, verifying tax systems and tax processes as well as participating in tax system implementations.
