Job Description

The Manager, IT Network and Telecommunication is responsible for owning the strategy for IT network and telecommunication services, managing the team, and developing, operating, and ensuring the security of the current and future network and telecommunication services which includes WAN and LAN network topology, voice, data, video and image telecommunications technologies. Additionally, the role is responsible for leading the modernization of the network and telecommunication capabilities in support of the strategic goals of The Jackson Laboratory in becoming a data-driven organization.

Key Responsibilities and Essential Functions
Leadership and People Management
Provides clear direction to and manages a team of technical professionals to ensure the achievement of strategic and operational objectives.
Takes a leading role in project evaluation and assessment ensuring the identification of high ROI targets, high business value projects as well as the completion of the projects on time and within budget.
Provides technical leadership, direction, and advanced technical expertise regarding network and telecommunication services for the local and wide area networks, the worldwide Internet, and voice, data, and video networks.
Ensures team excellence in providing support to internal customers across the organization.
Develops and implements network and telecommunications standards and procedures.

Platform and Technology Management
Keeps abreast of the latest developments in network and telecommunication technologies and contributes to the definition of technology roadmaps.
Develops and maintains an overall network and telecommunication strategic vision, with a roadmap to realize the vision, that ensures a secure and high-performing network to enable the strategic goals of The Jackson Laboratory.
Engages with vendors, writes technical contract specifications and proposals, negotiates exact technical requirements with vendors, and reviews and approves statements of work.
Drives the service and financial impact analysis of proposed solutions in coordination with the other IT service functions.
Prepares business cases for new solutions that adhere to the network and telecommunications budget; presents, defends, and leads to the approval of technology solutions.
Develops metrics measuring team efficiencies and customer satisfaction, and ensures resolution of the support/problems to ensure SLA objectives are achieved in coordination with the support team and guarantees the achievement of the Operating Framework.
Aligns and prioritizes the capabilities in the team around root cause investigation, making proposals and fixes, and ensuring the necessary preventative work is carried out and delivered.
Establishes the connections with and supports the incident, capacity, availability, release and change management processes and with any other process in the area of responsibility when so required.

Establishes and maintains regular written and in-person communications with the organization's executives, department heads, and end users regarding pertinent IT activities.
Evangelizes, communicates, markets, and supports the introduction of the services developed in the area of responsibility.

Bachelor's degree in information technology or related technical or business field.
10+ years of IT experience with network and telecommunication solutions.
5+ years demonstrated success in management or leadership role with increasing responsibility within an IT function.
5+ years leading teams, maturing team capabilities, and developing a teams skill sets for evolving network and telecommunication technologies.
Experience working within an IT architectural framework from business requirements gathering through to build, validation test, and day-to-day operation.
Strong leadership skills to implement change in a fast-paced environment.
Thorough knowledge of change management and promotion of code, applications, or users to the network to ensure secure introduction of anything new.
Advanced knowledge and understanding of a range of network and telecommunications software and hardware systems and related technologies.
Ability to analyze and assess network and telecommunications architecture requirements and determine optimum, cost-effective solutions.
Competency in the evaluation, selection, and use of the available technologies that discover any dubious movement in the system.
Demonstrated success in planning, developing, coordinating, and executing multiple projects to successful completion.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
