This is a full-time position with dual responsibilities. The Science Manager will divide their time between Post-Award Science Manager (SM) supporting the Cancer Prevention and Research Institute of Texas (CPRIT) and Scientific Review Officer (SRO) supporting the Center for Peer Review and Science Management (PRSM). The division of responsibilities is approximately 70% for the SM position and 30% for the SRO position. All work can be performed as a remote employee and formal placement will be with the CPRIT team.
Post-Award Science Manager Overview
GDIT manages the scientific peer review of applications and management of funded grants for the Cancer Prevention and Research Institute of Texas (CPRIT). CPRIT was established to create and expedite innovation in the area of cancer research and to enhance the potential for a medical or scientific breakthrough in the prevention of cancer and cures for cancer, to attract, create, or expand research capabilities of institutions of higher education, to promote a substantial increase in cancer research and in the creation of high-quality new jobs in Texas. As the Post-Award SM, you will manage the evaluation of scientific progress reports submitted by CPRIT grantees. The SM position is home-based with no specified travel requirements.
Scientific Research Officer Overview
Each year, the funding decisions for thousands of research grants are dependent upon the fair and thorough assessment of scientific merit by a panel of expert reviewers, with the proper conduct of this review being the foundation of sound funding decisions. The essence of peer review is identifying qualified reviewers who have relevant subject matter expertise and who consistently apply the program’s review criteria to all applications. GDIT’s Center for Peer Review and Science Management assists government agencies with programs involving topic areas such as breast cancer, prostate cancer, military health, traumatic brain injury, spinal cord injury, psychological health, lung cancer, orthopedics, etc. As an SRO, you will assist agencies by facilitating the peer review process, thereby helping determine which research projects to fund. The SRO position is home-based, but does require limited travel to client sites and peer review meetings.
Post Award SM
+ Manage a team tasked with the evaluation of funded research projects
+ Guarantee the scientific integrity of the grant evaluation process
+ Implement robust technical approaches to grants management employing formal project management principles including monitoring progress, scope, schedule, quality, risk, and customer satisfaction in accordance with program objectives and contract requirements
+ Build and maintain strong customer relationships and serve as primary client liaison for all scientific issues associated with the grant evaluation process
+ Communicate program goals and established processes to project staff and customer stakeholders
+ Serve as scientific program resource advising development of IT tools that support the grants evaluation process
+ Support the training of concepts, best practices, and solutions to staff and stakeholders
+ Report out to senior management on assigned projects
+ Determine reviewer expertise required for the panel based on panel description and referral guidelines
+ Recruit reviewers who are generally strong and competent with regard to the subject matter expertise required by the panel and meet the overall criteria outlined by the client
+ Assign applications/proposals to reviewers and manage all real and perceived conflicts of interest
+ Provide appropriate guidance and instruction to reviewers regarding relevant review policies, guidelines, criteria, critiques preparation and submission
+ Monitor submission timeline and quality of draft critiques, providing appropriate feedback to reviewers
+ Perform quality control checking of reviewer critiques to ensure their completeness, accuracy, and adherence to the recorded scores, editing to clear scientific language and removing inflammatory comments
+ Administer review meetings including panel orientation, panel scoring and discussion, conflict of interest, submission of revised critiques, and panel debriefing
+ Create the summary paragraph and provide budget information and administrative notes for summary statement
Required Skills/ Qualifications
+ Doctoral degree (e.g., PhD, MD, DVM) in a biomedical discipline
+ 5+ yrs related experience
+ Strong verbal and written communication skills
+ Experience managing complex projects with multiple stakeholders
+ Excellent interpersonal skills, and the ability to effectively engage and motivate staff assigned to the project
+ Ability to problem-solve and develop novel solutions
+ Ability to engage with staff at various levels (administrative, scientific, technical, and managerial)
+ Strong organizational skills
+ Attention to detail
+ Must be a US Citizen or Green Card Holder per customer requirement
+ Knowledge of the peer review and/or grants management process
+ Background in cancer research, cancer prevention, or related areas
+ Proficiency in Microsoft Word, Excel, and PowerPoint
+ Knowledge of project management methodology
