Job Description:

This position is responsible for the planning, organizing, developing and directing of the day-to-day functions of the Nursing Services Department in accordance with current Federal, State, and local standards, guidelines and regulations that govern the hospital and as may be directed by the Superintendent and/or the Clinical Director to ensure that the highest degree of quality care is maintained at all times.

Principle Duties and Responsibilities:

+ Plans, develops, organizes, implements, evaluates, and directs the Nursing Services Department as well as programs and activities in accordance with current rules, regulations and guidelines governing the center.

+ Develops and interprets philosophy, goals and objectives, policies and procedures for the patients, families, staff visitors and government agencies.

+ Develops, maintains, and periodically updates written policies and procedures that govern the day-to-day functions of the Nursing Service Department.

+ Assures the development, implementation, and evaluation of a Nursing Performance Improvement Program.

+ Prepares for and participates in all surveys made by authorized agencies, i.e., TJC, Medicare, Medicaid and State and Federal Licensing.

+ Develops and implements a Nursing Service organization structure.

+ Maintains open and informative communication with the Superintendent to convey pertinent problems and recommendations for solutions for both patients and staff.

+ Serves on, participates in, and attends various committees of the facility to assure that the Nursing Service Department is represented in all critical functions of hospital operation.

+ Establishes the appropriate number and type of nursing committees to promote professional patient care.

+ Establishes systems to assist the Human Resource Department in the recruitment and selection of Nursing Service personnel. Determines the qualifications and competence of nursing personnel who provide patient care services. Assures that all nursing personnel are properly licensed and certified.

+ Implements a staffing plan for all patient care services which provides for acuity level needs and continuity of care.

+ Promotes the professional development and growth of nursing staff by identification of educational needs, establishment of appropriate programs and evaluation of programs.

+ Assures the development, implementation, and maintenance of an effective orientation program.

+ Provides leadership role modeling that includes administrative and supervisory principles.

+ Works with the Director of Facilities in the development and implementation of safety standards for the Nursing Service Department.

+ Ensures that Nursing Service personnel participate in all fire safety and disaster preparedness drills.

+ Assures the development, implementation, and maintenance of a program for monitoring communicable and/or infectious diseases among the patients and personnel.

+ Makes rounds of all patient care areas to provide visibility to staff and patients and to gain first hand knowledge of unit functioning.

+ Establishes and implements standards of practice and standards of care.

+ Monitor’s nursing care to assure that all patients are treated fairly and with kindness, dignity and respect.

Maintains the confidentiality of all patient information in collaboration with the Medical Records Department.

+ Monitor’s nursing care to assure that all patients need are assessed and met according to Psychiatric Nursing Standards, the Maine Nurse Practice Act, DDPC policies and procedures and the philosophy of the Nursing Department.

+ Ensures that all Nursing Service personnel have knowledge of patients’ rights and responsibilities.

Minimum Qualifications: Licensed Registered Professional Nurse in the state of Maine.A master’s degree in nursing or nursing administration and six (6) years’ experience in progressively

responsible positions in the nursing field to include at least two (2) years managing a large nursing staff OR an equivalent combination of education and experience.

+ Minimum of 10 years’ experience in nursing with progressive experience in nursing administration. Recent experience in psychiatric setting preferred.

+ Demonstrates knowledge of psychiatric services.

+ Demonstrates leadership and interpersonal skills.
