The Department of Health and Human Services (DHHS) is dedicated to promoting health, safety, resilience, and opportunity for Maine people. The Department provides health and social services to approximately a third of the State’s population, including children, families, older Mainers, and individuals with disabilities, mental illness, and substance use disorders. The Department also promotes public health, operates two state psychiatric hospitals, and provides oversight to health care providers.

The Maine Office of Health Insurance Marketplace (OHIM) was established to operate the Maine Health Insurance Marketplace. In the fall of 2021, OHIM will launch a technology platform and consumer assistance center to support Maine consumers in enrolling in individual market health insurance coverage. This transition will give Maine more tools to improve the consumer experience, including providing a longer annual open enrollment period, developing more user-friendly tools for plan comparison, the flexibility to design state-specific policies to encourage enrollment, and more closely coordinating with MaineCare to ensure that individuals and families are enrolled in the coverage that works best for them.

Position is located in Augusta, Maine. (Flexibility for remote work within the State of Maine available)

Job duties:

The Policy and Outreach Associate will support the State Health Insurance Marketplace Policy and Consumer Experience Manager and the Director through the management of policy and consumer outreach. This position will be responsible for assisting with the development of Marketplace policies, consumer outreach strategies, and managing relationships with external stakeholders.

Other duties include:

+ Working with the Policy and Consumer Experience Manager to develop and implement policies that work to promote the mission and objectives of the Marketplace

+ Providing high quality research and analysis of policies that impact the Marketplace at the federal and state level and provide written reports and presentations to leadership

+ Serving as a liaison to the community of enrollment assistance and advocacy organizations

+ Performing consumer casework related to eligibility and enrollment

+ Providing healthcare policy support and consultation to leadership

+ Developing and maintaining relationships with key external stakeholders to strengthen communications, partnership, and investment in Affordable Care Act programs

+ Other duties as assigned

Minimum Qualifications:

A Bachelor’s Degree in Public/Community Health, Health Administration, Health Sciences or Health Education; Public Administration, Government, Social Work, or a closely related field and three (3) years professional experience in the planning, development, coordination and/or evaluation of health programs or services OR an equivalent seven (7) year combination of education, training, and experience.
