SENIOR HUMAN RESOURCES ANALYST
Human Resources Department – (1) Full-Time Position -
The City of Portland’s Human Resources Department is seeking an energetic, highly organized, team player to join its close knit group as a Senior Human Resources Analyst. The Senior Human Resources Analyst will work closely with the Director, Deputy Director, and others on the Human Resources team to help identify and implement best practices in the workplace, ensure that Human Resources related decisions at the City are data-driven, and make the City a top place to work in the State of Maine. This position will assist with researching and drafting personnel policies, designing and implementing City-wide training programs, implementing performance review and management strategies, performing data analysis to ensure that compensation and benefits are competitive with the market, identifying and implementing employee recruitment and retention strategies, crafting an employee communication and feedback program, exploring and analyzing technology options to help modernize the workplace, supporting labor negotiations and contract implementation, and other initiatives to continuously improve how the City recruits, retains, and supports its employees.
Necessary Requirements: Ability to work collaboratively with team members, Department Heads, department HR Liaisons, employees, union representatives, and other internal constituents. Excellent verbal and written communication and presentation skills, with experience in drafting policies, procedures, training manuals, and similar written materials, as well as creating and providing trainings. Demonstrated commitment to researching and implementing best practices in compensation, benefits, policies, and practices. Strong organization skills and the ability to work independently. Excellent knowledge of, and comfort with, technology and data analysis, including use of databases, Excel/ Google Sheets, and HRIS products (preferably MUNIS). Knowledge of state and federal labor and employment laws, and comfort working with union collective bargaining agreements. Four year degree from an accredited college or university with a public administration or business management concentration, or any equivalent combination of education and experience that includes human resources management. Professional certification as PHR, SPHR, SHRM-CP, SHRM-SCP, CEBS or other nationally recognized credential, or the ability to obtain such certification within one year of hire. Offers of employment are contingent upon the completion of a satisfactory criminal background check.
Salary range: $70,968 - $87,273 annually.
