Human Resources Generalist (Public Service Coordinator I)Job Description:
The Security & Employment Service Center, a program within the Department of Administrative and Financial Services, is looking for a talented and resourceful individual to join our team in serving human resource needs of four state departments (Public Safety, Labor, Defense & Veterans and Emergency Management and Professional & Financial Regulation), all of which are very diverse in their missions.
The successful candidate for this position will possess strong critical thinking, analytical, and organizational skills. The ability to communicate effectively is a must. The environment we work in is fast-paced and very dynamic. Teamwork is critical to the success of our mission. If you are analytical, an effective communicator, enjoy collaborating, working with others, able to easily adapt to ever changing demands, this could be the position for you.
This position will be primarily responsible for all position management, to include costing out of positions; job classification processing; and maintaining reports and records of vacancies for all four agencies. The position will also administer the Voluntary Employee Incentive Program (VEIP) as part of position management. Additionally, the position will be responsible for the coordination and oversight of organizational structures in the four agencies, and data analysis of turnover trends. The position will work closely with agency supervisors and managers, as well as the Bureau of Human Resources and the Bureau of the Budget. This position is an integral part of a ten-member human resources staff, working under the direction of the HR Director.
To be successful in the position, you must demonstrate the following competencies:
+ Knowledge of position management and job
+ Effective oral and written communication skills and the ability to listen, consult, advise, mediate, train and collaborate with others
+ History of providing effective, responsive human resources and labor relations services
+ Ability to interpret and administer collective bargaining agreements, civil service rules and laws, policies, state and federal laws and procedures
+ Ability to positively contribute to a collaborative team environmentQualifications:
To qualify, you must have demonstrated education and/or experience in education, training and/or experience in human resources or a related field. Preference will be given to candidates with demonstrated skills and experience in human resources within a unionized environment, experience in conducting investigations and writing investigative reports, and demonstrated development and delivery of training programs.Application Instructions:
