PURCHASING AND CONTROLS MANAGER
Finance Department - The City of Portland is hiring a key member of the Finance Department management team. The Purchasing and Controls Manager is responsible for overseeing all procurement activity for the City of Portland (supplies, materials, vehicles, services and more). The position works closely with all City Departments including Corporation Counsel to ensure procurement is done according to City policy and applicable laws and regulations (approximately 80-90% of workload). This position will also periodically assist the Controller and Deputy Finance Director in the evaluation of the adequacy of internal policies and controls to ensure compliance with those controls and assist with monthly budget and procurement review (approximately 10-20% of workload during procurement downtime only). The ideal candidate will have a business or accounting degree along with purchasing and internal policy / controls experience. This position has direct supervision over two staff members, the Assistant Purchasing Manager and the Purchasing Administrative Associate. Offers of employment are contingent upon the completion of a satisfactory criminal background check. Salary range is $70,968 to $84,731 annually, depending on qualifications and the City offers one of the best benefit packages available anywhere.
