COMMUNICATIONS SPECIALIST

Executive DepartmentCommunications & Digital Services Office - (1) Full-Time Position - This position supports the Communications & Digital Services director in the City Manager’s / Executive Office and will play an integral part in helping the City enhance its external communications and customer service, including initiatives to improve citizen engagement and Portland’s use of civic technology.  This position will perform a wide variety of tasks within the City’s Communications & Digital Services Office, including media and public relations, website and digital communications, support of digital services and citizen engagement products, and social media messaging.  The Communications Specialist will collaborate with the Communications & Digital Services Director to develop creative, innovative, and engaging communications that incorporate digital best practices and align with City goals.  The Specialist will write press releases and other external communications for distribution to the media, on the City’s website, its e-newsletter, and social media channels.  The Specialist will oversee and maintain the City’s website functionality and content to ensure information is fresh, up to date, and relevant.  This position will serve as leader of the City’s departmental web admins and works with the group to provide training and ensure department pages remain up to date and relevant.  The Specialist will provide strategic recommendations on new and interesting ways to enhance communications and drive citizen engagement through news releases, social media, video, podcasts, and civic technology tools.   The Specialist will assist with managing the City’s social media channels, and design graphics to be used in all communications channels, as well as champion visual design and brand standards maintaining consistency and ease of use across all platforms.  The Communications Specialist will also partner with City’s web vendor to solve technical issues in displaying content and website functionality, and support other products within the City’s digital services offerings.  Necessary Requirement:  Bachelor’s degree in Communications, Public Relations, Marketing, Journalism, Advertising or related field and/or equivalent experience.  3-5 years of experience in a communications and/or public relations setting. Experience working with outside vendors to negotiate pricing for print pieces, design and ad buys.  Excellent writing and verbal communication skills.  Ability to synthesize complex topics for general audiences.  Experience handling media relations. Mastery of content management systems; functional understanding of HTML and CSS experience in web design.  Experience with creating content and managing social media channels.  Experience with graphic design software/tools.  Excellent eye for design and intimate understanding of design elements. Experience with photographic and video editing/production.  The right candidate will continually seek new ways to innovate and accomplish communication goals; and have an excellent ability to multitask, be resourceful as part of a small team, and work in a fast-paced office environment.  Must possess strong planning and time management skills.  Must possess strong computer skills, including Google G-Suite and Word, Powerpoint, Excel.  Experience with Google’s SEO utilities such as Adwords/Keyword Tool, Analytics, and Webmaster Tools.  Special Requirements:  Must possess a valid Class C driver’s license, have and maintain a good driving record.  Offers of employment are contingent upon the completion of a satisfactory criminal background check.    Salary range: $64,086 to $76,517 annually.
