Job Purpose: To maintain and enhance the human resource mission and objectives, through strategic planning, and evaluating employee relations, human resources policies, practices and procedures.

JOB DESCRIPTION

Essential Functions

Plans, organizes and controls all activities of the department. Participates in developing department goals, objectives and systems. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed. Serve as a trusted advisor to leaders Create comprehensive human resources policies and procedures that comply with federal and state laws. Update Employee Handbook as necessary. Analyze wage and salary reports; create a comprehensive and competitive compensation program that is industry specific and aligns with organizational objectives. Oversee the maintenance, communication and destruction of personnel records as required by law As EnviroVantage is a Federal Contractor, HR must identify legal requirements and government reporting regulations that affect human resource function. Ensure organization is in compliance with legal requirements, specifically Executive Order 11246, Section 503 of the Vocational Rehabilitation Act of 1973, The Vietnam Era Veteran’s Readjustment Assistance Act of 1974 (VEVRAA), Davis-Bacon Act Update policies, procedures, and educate managers regarding compliance accordingly. Develop and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO & AAP regulations. Schedule and conduct annual job evaluations. Recommend and plan pay structure revisions based on findings. Plan, monitor and implement employee performance appraisal on set schedule. Train managers on appraisal system, and coach employees accordingly. Resolve grievances regarding employee appraisals; provide counseling to employees and supervisors as needed and appropriate. Establish and maintain employee benefit programs. Inform employees of benefits. Analyze and assess trends in benefits and recommend adjustments in benefits as appropriate. Process claims and obtain new benefit contract bids as appropriate. Open enrollment and claims resolution. Maintain employee wellness program; provide educational workshops and training for employees on safety and wellness. Attend continuing education regarding employee safety, wellness, diversity and appropriate programs as necessary. Responsible for recruitment and retention of staff. Employee engagement. Orientation of new staff members, and training. Work with hiring managers to identify staffing needs and identify hiring potentials based on budget. Responsible for human resources budget, including establishing annual human resources budget and identifying budgetary needs and reporting to CEO, CFO as appropriate. Employee relations, counseling and disciplining employees. Terminations, providing exit interviews. Unemployment hearings. Worker compensation and risk management. Oversee and assist weekly payroll, ensuring it is timely, accurate and compliant. Other duties as required.

The employee must occasionally lift or move office products and supplies, up to 20 pounds.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday. This position occasionally requires long hours and weekend work.

Travel

Travel is primarily local during the business day, although some out-of-area and overnight travel may occur.

POSITION TYPE

This is a salary exempt position.

EDUCATION & EXPERIENCE

B.S. in Management or related field. 5-7 years increasingly responsible role in human resources. 3-5 years experience with Payroll Experience working as a Federal Contractor strongly preferred PHR or SHRM-CP certification preferred Master in HR or related field preferred Strong working knowledge of MS Office including Word, Excel, Outlook. Strong working knowledge of and implementation of HR software such as ATS, Performance management systems, etc. Excellent Leadership, coaching, critical thinking and problem solving skills Able to execute at both a tactical and strategic level Strong communication skills
